Kathryn Finley

U.S. based attorney & Senior Counsel at the U.S. Dept. of Homeland Security

Kathryn Finley is a U.S. based attorney with extensive experience supporting immigrant survivors of gender-based violence, human trafficking and other hidden forms of exploitation. As Managing Attorney of the Tahirih Justice Center's Greater Washington, DC office, she led legal services for women and girls fleeing violence and worked at the intersection of immigration law, survivor protection and access to justice. She has also written on the barriers that immigrant survivors of domestic violence and human trafficking may face when seeking help from law enforcement and the courts.

Kathryn later served as Senior Counsel with the U.S. Department of Homeland Security, contributing to human rights accountability efforts addressing human trafficking and crimes against women and girls, including FGM/C, forced marriage, and honor-based violence. She brings to Indaba a valuable combination of survivor-centered legal practice, federal systems experience and insight into safeguarding, accountability and cross-border harm. Through Indaba, she supports organisations to strengthen policy, professional practice and multi-agency responses to gender-based violence, exploitation and hidden harm.
